All committees, unless otherwise specified in the constitution and bylaws or in the Administrative Handbook, report to the membership through the Board. Committees are appointed with power to take all steps necessary to carry out their charge while following the policies set forth in the constitution and bylaws and the Administrative Handbook. However, it is the responsibility of committees to notify and consult with the President prior to taking significant actions, especially when they might be controversial or when they affect relations with other organizations.
Round Tables are assemblies of members of the Association that convene at the Association's annual meeting to exchange ideas on topics not specifically addressed by the committees of the Association. Round Tables are led by a Coordinator appointed by the President in consultation with the Board and other parties as appropriate. Other groups, such as the system user groups, may be formed on an ad hoc basis and have volunteer coordinators. Normally there are no other officers and no specified membership.
