REPORT OF THE 1999 CC:DA MIDWINTER MEETING

The following are highlights of the meetings of the Committee on Cataloging: Description and Access, ALA Midwinter Conference in Philadelphia, January 30 and February 1, 1999.

Report of the ALA Representative to the Joint Steering Committee:
B. Schottlaender reminded the Committee that Part 1 of "The Logical Structure of the Anglo-American Cataloguing Rules" has been available on the AACR website since August and reported that Part 2 will likewise be made available in March. Comments on the Delsey report are due to the JSC in September. CC:DA reviewed several rule change proposals from the British Library which dealt with the treatment of certain forms of names (e.g. titles of nobility, terms of honour, members of royal houses, and terms of address of married women). The proposals were referred back to the BL for fine-tuning.

Report of the Library of Congress Representative:
R. Ewald announced that LC has adopted core-level cataloging as their default for most formats (i.e. books, serials, scores, sound recordings, moving images, and graphic materials). Only reference works will continue to receive full-level cataloging. Subfield b has recently been implemented in field 040 for the language of cataloging. The Library will begin implementation of 6XX $v (form subdivision) in February and will begin pinyin conversion during the Spring of 2000.

Non-Roman Headings and References Proposal:
J. Agenbroad submitted a rule change proposal calculated to promote the inclusion of "vernacular script" access points and references in catalog records. Agenbroad explained that the codification of such headings, which are already being added by many catalogers, would encourage their implementation within more online systems. The proposal was referred to the Committee on Cataloging: Asian and African Materials for a response.

Report from the Task Force on the AMIM Review:
A. Schiff announced that the Task Force has been charged to review LC's draft revision of "Archival Moving Image Materials: A Cataloging Manual," focusing specifically on issues of transcription, uniform titles, and main entry. MLA members, Ann Caldwell and Matthew Wise, are members of the Task Force.

Report from ALA Publishing:
D. Chatham reported that both the print (with seafoam cover) and CD-ROM versions of AACR2R/1998 are available. Negotiations continue between the JSC and the Committee of Principals with regard to the timeliness, amendability, and synchronicity of future versions.

Report of the Task Force on Rule 0.24:
M. Yee discussed the interim report of the Task Force, which suggested that the code might be better organized by ISBD area, rather than by class of material. The possibility of using a faceted approach was also proposed as a way to accommodate items that fall into three or more different classes of material, such as serially-issued, digital maps. At the suggestion of B. Schottlaender, the final report to the JSC will probably take the form of a series of assessed options, rather than specific recommendations. Although the Task Force offered a cursory review of the Delsey report (Part 1), CC:DA felt it prudent to appoint a separate Task Force to compile an official response to the document.

Report on the IFLA Conference in Amsterdam:
G. Patton encouraged all to look at the newly-registered IFLA homepage at www.ifla.org and the report of the Section on Cataloguing at   www.ala.org/alcts/you/ifla/cataloguing2.html.

Report from the Task Force on the Harmonization of ISBD(ER):
L. Howarth walked the Committee through the Task Force's draft report, which may be found at
www.library.yale.edu/cataloging/aacrer/tfhrepdf.htm. Although the report represents a substantial amount of work, much remains to be resolved. The final report, which is due in June, will incorporate recommendations from CONSER, the Metadata Task Force, and responses
to 4JSC/ALA/27 ("Computer file" vs. "Electronic resource").

Report on the Guidelines for OPAC Display:
M. Yee described the process by which this IFLA report had been compiled. Volunteers were solicited for a CC:DA Task Force to review the document, which may be found at www.ifla.org/ifla/VII/s13/guide/opac.htm.
