REPORT OF THE CC:DA MIDWINTER MEETING
As the MLA liaison to CC:DA, I attended two meetings of the ALCTS
Committee on Cataloging: Description and Access held during the ALA Midwinter meeting in
New Orleans, LA, January 10 and 12, 1998. Below are highlights of those meetings.
Report from the Chair: D. Kinney reported that the Program for Cooperative Cataloging
(PCC) has applied for non-voting representation on CC:DA. Following the conference, an
abbreviated copy of the application was forwarded to all Committee members and
representatives with a request for comments. Approval is being sought through the CCS
Executive Committee.
Report of the ALA Representative to the Joint Steering Committee: B. Schottlaender
reported briefly on some of the outcomes of the International Conference on the Principles
and Future Development of AACR (a.k.a. the Toronto Conference). The JSC has identified the
following nine general sets of issues for action.
1) Seriality: Recommendations presented in the J. Hirons/C. Graham paper will be pursued
formally as rule revision proposals by CONSER.
2) Principles: JSC will compile a list of the principles embodied in AACR2, utilizing the
entity-relationship modeling exercise begun by T. Delsey.
3) Content vs. carrier: A revision proposal for rule 0.24 will be solicited from CC:DA,
for which a task force has been formed.
4) Case-based rules: JSC will attempt to develop a policy in order to "draw the
line" beyond which a rule revision proposal is too specialized.
5) Internationalization: Surveys concerning the use of AACR2 in "non-author"
countries (i.e. those not represented on the JSC) will be conducted.
6) Review process: JSC will formulate a mission statement and a list of goals/objectives.

9) Terminology: JSC will await the results of the modeling exercise before pursuing these
last three issues.
The proceedings of the conference are currently being edited for publication.
Schottlaender also stated that the JSC is currently reviewing AACRe. Early reports suggest
that the text is clean. Unfortunately, however, the functionality of the electronic
version is very similar to that of the paper version and its keyword indexing compares
poorly to the alphabetic index of the paper.
Report from the Task Force on the Harmonization of ISBD(ER): L. Howarth reported that the
Task Force held its first organizational meeting on Sunday, during which it discussed its
charge, a projected time-frame, the availability of documentation, methodology, and modes
of communication (internal and external). M. Wise is a member of the Task Force.
Report on the IFLA Conference in Copenhagen: B. Tillett announced that the final draft of
the Functional Requirements for Bibliographic Records has been unanimously approved and
will probably be published by K.G. Saur early this fall.
Report from the OCLC Representative: G. Patton reported that complimentary copies of
"Cataloging Internet Resources : A Manual and Practical Guide, 2nd ed." by Nancy
Olson are available from OCLC. The publication is also available on the web at http://www.oclc.org/oclc/man/9256cat/toc.htm.Users
of the guidelines were also referred to the more complete list of file characteristic
designations in the recently-published ISBD(ER) for use in Area 3.
Report from the Joint MARBI/CC:DA Metadata Task Force: In order to avoid a lengthy
authorization process, S. Kelley clarified that the Task Force would continue to represent
only CC:DA, with MARBI members acting merely as consultants. The group continues to review
several metadata schemata, such as the TEI Header and Dublin Core, as well as the impact
of such schemata upon AACR2 and USMARC.
Report from the 1998 Preconference/Summary Program Task Force: D. Kinney reviewed the
proposed schedule for the Friday preconference, entitled "What in the World? :
Cataloging on an International Scale." Speakers will include John Byrum, Ingrid
Parent, Olivia Madison, Ralph Manning, Barbara Tillett, Monnika Muennich, Joan Aliprand,
Sally McCallum, and Glenn Patton. A program summarizing the proceedings of the
preconference will follow on Saturday, June 26, as part of the ALA Annual conference,
Washington, DC.
Report from the Library of Congress Representative: B. Tillett shared that
"Libraries, Creativity, Liberty" would be the theme for LC's bicentennial
celebration in the year 2000. In preparation for the event, the Library is planning to
migrate to a new integrated library system (ILS) by October 1999. They are also attempting
to replace the 6,500-volume Thomas Jefferson collection, which was destroyed by fire in
1851. More details may be found at the Library's website at http://www.loc.gov.
Also discussed were the consolidation of the PCC and CONSER and the two-year delay in
implementation of the first indicator for multiple surnames.
