From: Matthew W. Wise, Chair, Subcommittee on Descriptive Cataloging, MLA liaison to CC:DA
Date: July 17, 1997 RE: Report of the CC:DA 1997 Annual Meeting Cc: Subcommittee on Descriptive Cataloging

As the MLA liaison to CC:DA, I attended two meetings of the Committee held during the ALA Annual meeting in San Francisco, CA on June 28 and 30, 1997. Items appear in agenda order, not necessarily in the order in which they were discussed.

Report from the Chair:
J. Swanekamp reported that the pamphlet prepared by the Task Force on Communication and Outreach, entitled "Building International Descriptive Cataloging Standards: The Role of the American Library Association's Committee on Cataloging: Description and Access," has been published and is available through the ALCTS office. Continuing concerns about the cataloging of conference proceedings have prompted the formation of a new task force to be chaired by M. Yee. A non-voting liaison from the ALCTS Digital Resources Committee has been approved for addition to CC:DA's membership. Comments regarding the review of the "Guidelines for Standardized Cataloging of Children's Materials" have been forwarded to the CCM Committee. And CC:DA has voted to co-sponsor "in-name-only" a 1998 Committee on Cataloging: Asian and African Materials program on the addition of vernacular forms to authority records.
Report of the ALA Representative to the Joint Steering Committee:
Twenty rule change proposals were reviewed. The proposals, concerned primarily with the transcription of serial and series titles, were the result of the LC/PCC rule interpretation simplification process. Eight of the proposals were approved for forwarding to the JSC, five of which with the inclusion of comments from the Canadian Committee on Cataloging. The remaining twelve were discussed, but were tabled pending consultation with the ALCTS Committee to Study Serials Cataloging. Discussion of the proposals will continue on the Committee's listserv, and if approved, the changes would hopefully codify existing LC and CONSER practice. B. Schottlaender also reported that as the papers for the upcoming Toronto conference are approved, they will be posted to the conference website (http://www.nlc-bnc.ca/jsc/ index.htm).
Report of the Task Force on Document Distribution:
The final report of the Task Force, which proposed the addition of a paragraph to CC:DA procedures with regard to the distribution of electronic documents, was approved.
Report from ALA Editions:
D. Epstein reported that AACR2e was currently being tested by "sample catalogers in the Chicago area," that the electronic text would be made available to third-party developers and vendors in July, and that the product would be commercially available in November 1997. Also, a new print edition of AACR2 (integrating the most recent 1997 amendments) would be published in November. At that time, the "green book" would go out-of-print, but separate packages of the 1997 amendments would be available for insertion. Epstein welcomed suggestions as to the preferred format of such inserts.
Report from the Task Force on Metadata:
S. Kelley referred the members of the Committee to the Task Force's final report at http://www.lib.virginia.edu/alcts/about/final.html, which recommends the creation of several library and technical organization coalitions, and to the Task Force's website at http://www.lib.virginia.edu/ ccda/, which includes information about the Text Encoding Initiative, the Dublin Core standard, and the Metadata Analysis Project. Examples from the latter project were distributed.
Joint CC:DA/MARBI Meeting on Metadata Issues:
Stemming from a list of questions which was distributed in advance, this hour-long session explored possible uses of the Dublin Core as a source of information and/or a catalog record surrogate. Also relationships between the Dublin Core, AACR2, and the MARC format were examined. As a result of the discussion, MARBI was invited to participate in CC:DA's Metadata Task Force.
Report from the LC Representative:
B. Tillett announced that Beacher Wiggins has been named Director for Cataloging at the Library of Congress. A press release has been issued containing LC's RFP for a new integrated library system. The Cataloging Policy and Support Office has mounted a new website at http://lcweb.loc.gov/ catdir/cpso and they are soliciting comments and suggestions. In preparation for the new millennium, a change in the LC card number structure will be implemented, lengthening the date portion to four digits. And LC has decided to adopt the CORE level record standard in a phased approach.
_AACR2R_ Glossary Additions and GMD Change:
Proposals to add definitions to the Glossary for "Computer disk" and "Computer optical disc" (with appropriate cross-references and index changes) and to change the general material designation "computer file" to "electronic resource" (to be in alignment with the newly-revised ISBD(ER)) were approved for transmission to the JSC.
Report on the 1998 CC:DA/CCS Program:
Planning continues toward a program at the 1998 Annual meeting, entitled "What in the World? : Cataloging on an International Scale." Speakers will include Ralph Manning, who will recap the Toronto conference, and Olivia Madison, who will discuss the IFLA Functional Requirements report.
