Report from ALA Publishing Services (Don Chatham)
The new 2002 edition of AACR will now be available in September. It will be looseleaf in format, punched with three holes on 8 ½ x 11 paper, and available with or without a binder. Updates will be available separately as they are published and pagination integrated into that of the rest of the volume.

Strategic Planning
JSC discussed several aspects of a strategic plan they are developing for the JSC and AACR and the Chair is drafting a plan based on the ideas developed at the meeting. The strategic plan is primarily intended as an articulation of existing ideas and goals and as a tool for shaping and coordinating the many interconnected rule revisions that have been under consideration. In part, the JSC is proposing to continue to work on a new edition of AACR , which would include: 1) A focus on rules for online catalogs; 2) A shift in terminology and concepts from various entries to headings and records; 3) Use of the FRBR model, terminology, and concepts; 4) Addition of a new section on authority control (LC is preparing a draft proposal for review at the September 2002 JSC meeting); 5) Inclusion of an introduction to explain principles, objectives, and cataloging concepts; 6) Revision of chapter 21; 7) Revision of chapter 25 to incorporate the expression-level headings (to be prepared by the Format Variation Working Group).
Proposal to make the Rule of three optional
JSC discussed and decided that work on the proposal would be best done as part of a larger revision to chapter 21. Such a revision would not only address the Rule of 3, but also follow up on the other recommendations affecting Chapter 21.Specific Characteristics of Electronic Resources
In continuing revisions to Chapter 9, JSC constituencies have agreed to recommendations to eliminate Area 3. However, there can be no action on the recommendation because the constituencies cannot agree where to put the information that would have gone in Area 3. JSC has also agrees with the recommendation to make conventional terminology the rule rather than the option in Area 5, de-emphasizing the SMD. Because of the consensus on use of conventional terminology in Chapter 9, the Canadian Committee on Cataloging (CCC) agreed to draft a proposal on using conventional terminology for Area 5 for chapters 6 and 7. CCC issued this proposal at the end of June. We are preparing a response that will be taken to JSC at their September meeting.

Sources of information in Chapter 7
This proposal from the ALCTS Media Resources Committee is intended to clarify the chief source of information for videos and to add specific motion-picture terms to the glossary. CC:DA discussed the proposal at length but did not approve it. MRC will revise the proposal. The current proposal is available at http://www.ala.org/alcts/organization/ccs/ccda/mrc2.pdf. Task Force on an Appendix of Major and Minor Changes (Cynthia Whiteacre, Chair)
This document was originally intended as an appendix to AACR giving guidelines on when to create a new record, but JSC decided it that it should become part of the rules as is. Following a suggestion from JSC, the task force has decided to revise the appendix for publication as a separate document, provisionally titled Guidelines for When to Make a New Record. CC:DA accepted this recommendation.
Task Force on Specific Characteristics of Electronic Resources (Laurel Jizba, Chair)
The work of the task force has been basically halted by a disagreement in JSC on where to put Area 3 information once that area is removed from Chapter 9 and new discussion on the use of mixed content/carrier in Area 5. The Chair of the task force summarized the informal discussions held at the task force meeting, including alternative methods of using conventional terminology. Particularly stressed was a model from within the music community, in which SMDs could be modified and/or expanded upon by a following conventional term in parentheses (e.g. 1 sound disc (CD)).
New task force to review a document on the use of multiple ISBDs
Later this year, the ISBD Review Group from IFLA will be circulating a document governing the use of multiple ISBDs. CC:DA agreed to form a Task Force to review this document when available.
Presentations
On the 15th, Barbara Tillett (Library of Congress) gave a presentation entitled The FRBR model. She introduced the model formulated in the Functional Requirements of the Bibliographic Record paper and discussed some activities in applying the model. On the 17th, CC:DA and MARBI held a joint meeting to discuss FRBR and its application, particularly within the MARC21 format. The interest in this topic was initially triggered by the release of a study by Tom Delsey commissioned by the Network Development and MARC Standards Office to examine MARC 21 from the perspectives of the FRBR model, the AACR cataloging code model and from a set of user tasks that the format might logically support. Panel members were Sally H. McCallum (Network Development & MARC Standards Office, Library of Congress), Glenn Patton (OCLC), and Tom Delsey (consultant, author of the report and primarily responsible for both the FRBR model). Membership changes
Two voting members, Brad Eden and Susan Hayes rotated off the committee at the annual meeting. Two new members, our own Matthew Wise (New York University) and Jay Weitz (OCLC) have been appointed. Congratulations to both Matthew and Jay. It will be of great benefit to MLA members to have two such experienced music people as voting members of CC:DA. Kristin Lindlan was re-appointed chair for 2002/2003.
